It depends on what is inside. Scanned documents and photo-heavy files usually shrink by 60–90%. Text-only PDFs that are already optimised may only lose a few percent, because there is little to remove.
Light keeps images at full quality and only tidies the file. Balanced reduces image resolution to what a screen needs (150 dpi). Strong goes to 72 dpi, which is fine for reading but visibly softer when zoomed or printed.
No. The compression engine runs inside your browser. You can verify this in the browser's network tools or by switching off your connection after the page has loaded.

Not directly. Remove the password first (with the owner password in your PDF reader), compress, then protect it again on pdfprotection.io.
